How could a redaction tool let firms use client data with AI while staying compliant?

The idea discussed: build a redaction tool so client data can be anonymized before being used with AI, but it has to be 100% solid, since even sending data somewhere to be redacted can itself count as a disclosure — redaction must happen before transmission.
